Clean Energy Alliance (“CEA”) issues this Request for Proposals (RFP) to solicit competitive offers for:
- Long-term, low/no emissions supply and/or capacity from projects interconnected within, or with the ability to interconnect to, the California Independent System Operator (“CAISO”) balancing authority.
- Long-term capacity from storage projects offered locally in the San Diego-Imperial Valley Local Capacity area (SD-IV).
CEA supplies annual retail energy requirements approximating 2,450GWh with a peak demand of 500MW+. CEA anticipates that any selected project(s) will enter into a Power Purchase Agreement (“PPA”) or Energy Storage Services Agreement (“ESSA”) with CEA to address energy and/or capacity offtake.

Clean Energy Alliance (“CEA”) is seeking information from qualified geothermal developers on earlier-stage projects that are not yet ready to sign a Power Purchase Agreement. CEA understands there are various barriers to geothermal development in the western US, and that the project development timeline can be longer than for other resource types like solar. Additionally, CEA desires to explore options to pursue next-generation geothermal projects that may not be construction-ready today. CEA’s procurement team aims to engage with geothermal energy developers, express interest in future/developing geothermal projects, and lay the foundation for entering into future, bilateral offer discussions.

Through this RFP, CEA is seeking proposals for long-term, California Renewable Portfolio Standard-eligible (“RPS”) non-solar renewable energy and low/no emissions supply and/or capacity from projects interconnected within the California Independent System Operator (“CAISO”) balancing authority. CEA supplies annual retail energy requirements approximating 2,450GWh with a peak demand of approximately 500MW. CEA is not interested in solar generation offers or standalone storage offers under this solicitation, but welcomes offers for wind (including repowers), geothermal, carbon capture, and biogas/biomass projects.

Clean Energy Alliance (“CEA”) is seeking proposals for qualified organizations and business entities to provide Professional Services for an Energy Portfolio Management and Valuation Platform (the “Platform”) for CEA. CEA is planning to deploy this Platform to help CEA procure power supply and manage its power portfolio, as well as support for financial and budget processes. CEA expects the Platform to be a softwareas-as-service (“SAAS”) offering which CEA staff can be trained on and eventually operate directly. The range of functions may include position tracking and management, short- and long-term deal valuation, reporting, risk analysis including counterparty risk management, budget integration, and deal capture / trade entry. The Platform should be able to handle the full range of power products including, but not limited to, Power Purchase Agreements, Energy Storage Service Agreements, Resource Adequacy Agreements, Renewable Portfolio Standard Attribute Agreements, and hedging contracts under an Edison Electric Institute or Western Systems Power Pool (WSPP) master agreement including Inter-Scheduling Coordinator Trades.

California Choice Energy Authority (“CalChoice”), in conjunction with Clean Energy Alliance (“CEA”), is hereby requesting proposals for long‐term, California Renewables Portfolio Standard‐eligible (“RPS”) renewable energy supply and/or Supplemental Mid‐Term Reliability capacity (as well as other incremental capacity resources). For purposes of this Request for Proposals (“RFP”) process, these organizations are collectively referred to as the “SoCal CCAs.” In aggregate, the SoCal CCAs supply annual retail energy requirements approximating 5,000 GWh with a peak demand approaching 1,500 MW.

The Clean Energy Alliance (CEA) and San Diego Community Power (SDCP) (the CCAs) are seeking responses to this Request for Proposals (RFP) from qualified firms to provide professional services, filling the duties of a community choice aggregation (CCA) energy regulatory legal consultant. The CCAs will ultimately contract separately with selected firm(s) from this solicitation, however the scope of services is similar or even directly overlapping for each CCA and requires collaboration. The CCAs are seeking opportunities for efficiencies or cost savings when a joint effort is applicable and also separate contracts in order to engage autonomously on regulatory items as needed.

In partnership with the program implementer(s) selected through this solicitation, CEA intends to offer innovative, valuable, and affordable energy storage programming options that offer significant incentives to priority market segments and enhanced resiliency and reliability to eligible customers, while also providing meaningful new opportunities for procurement cost savings and enhanced risk management capabilities through strategic load-shaping and active peak load management strategies.
