Background
Since its formation in 2019, Clean Energy Alliance (CEA) has been focused on creating a successful organization with initial enrollment of Carlsbad, Del Mar and Solana Beach and expansion into Escondido, San Marcos, Oceanside and Vista. With its member cities now established, CEA has developed a 2025-27 Strategic Plan to define key priorities and guide its initiatives over the next two fiscal years.
Key components of the Strategic Plan include:

- Mission Statement
- Goals
- Objectives
The Strategic Plan’s Goals and Objectives will inform a Work Plan that will guide CEA staff work priorities as well as budget development for the coming two years. The CEA Board of Directors unanimously approved the Strategic Plan for approval at its April 24 meeting.
