Clean Energy Alliance (CEA) is proud to welcome six new staff members to its growing team. These key hires will support CEA’s mission to deliver clean, locally controlled and competitively priced energy to its member communities.

As we continue to grow and expand our offerings, their contributions will be essential to ensuring we meet the needs of our customers.”
Meet the new CEA team members:
Natalie Aguilar, Programs Specialist
Natalie brings a strong background in local government climate action implementation, community-based research and public engagement, drawing from her experience as a CivicSpark fellow and Community Educator for Universidad Popular. In her role as a Programs Specialist, she will focus on launching community-centered educational campaigns and tracking local and state policies to better serve North County.
Jae Berg, Programs Analyst
Jae brings over 13 years of clean energy program leadership and operational experience from her tenure at the Center for Sustainable Energy, where she managed large-scale distributed energy resource portfolios and multi-million-dollar incentive budgets. Joining the team as a Programs Analyst, she will focus on evaluating, implementing and optimizing CEA program initiatives that lower costs and create clean energy opportunities for customers.
Kristina Byrd, Finance Manager
Kristina brings a comprehensive background in public-sector financial management and municipal budget development, including nearly a decade of management and accounting experience in the cities of San Diego and Sacramento. In her role as Finance Manager, she will oversee CEA’s day-to-day financial operations, long-term budgeting and fiscal forecasting to support the agency’s long-term liquidity goals.
Kiran Kruse, Energy Contracts and Compliance Analyst
Kiran leverages specialized expertise in energy systems modeling, power market forecasting and renewables integration derived from his work with clean energy technology and advisory firms. As an Energy Contracts and Compliance Analyst, he will focus on reviewing power purchase agreements, administering procurement contracts and ensuring compliance with state and federal regulatory requirements.
Kali Mitchell-Silbaugh, Regulatory and Legislative Affairs Analyst
Kali comes to CEA with direct experience in Community Choice Aggregation policy analysis and regulatory tracking, having recently served as a Policy Advisor for Central Coast Community Energy. In her role as a Regulatory and Legislative Affairs Analyst, she will monitor emerging clean energy legislation and analyze regulatory frameworks to protect local ratepayer interests.
Parisa Tarani, Account Services and Data Analyst
Parisa brings 15 years of energy industry experience to the team, with a background in commodity product management and data analysis at firms like Calpine Energy Solutions and ENGIE Impact. As an Account Services and Data Analyst, she will manage customer account data flows and conduct detailed retail load research to optimize CEA’s pricing and time-of-use structures.
These new team members will strengthen CEA’s operations, elevate customer service and drive innovative energy programs while advancing the agency’s commitment to sustainability and competitive rates across its member communities.
