
The Clean Energy Alliance (CEA) Board of Directors has adopted an Energy Programs Plan for Fiscal Years 2025-26 through 2030-31, providing a roadmap for its local energy initiatives, tailored to the needs of its seven member cities. Developed through a comprehensive engagement process including a scientific survey of 509 customers and seven bilingual community workshops, the Plan establishes a framework to increase clean energy adoption and enhance grid resilience while prioritizing customer affordability.
The newly approved strategy is organized around four core pillars: Clean Energy Supply and Grid Resilience, Building Electrification and Energy Efficiency, Transportation Electrification, and Local Workforce and Community Education. This structure allows CEA to act as both a direct implementer of new programs and a supporter of existing local offerings.
“This plan reflects what matters most to our communities: affordable, reliable, and clean energy,” said CEA Chief Executive Officer Greg Wade. “We’ve developed a flexible, actionable roadmap that not only helps accelerate the transition to clean energy, but also delivers real, near-term value for the people we serve while remaining responsive to a dynamic and evolving market.”
Public outreach conducted during the Plan’s development highlighted that affordability is the primary concern for CEA customers, with 81% of respondents identifying the reduction of energy costs as their most important objective. Customers also expressed significant interest in broad-benefit programs such as incentives for energy-efficient lighting and appliances, as well as a strong desire for improved grid infrastructure and backup power systems.
The Plan outlines a phased implementation schedule, beginning with near-term goals through 2027, such as expanding demand response programs for commercial customers and distributing residential energy-efficiency kits. Longer-term initiatives scheduled through 2031 include developing Community Resilience Hubs at municipal facilities and designing a discounted 100% renewable energy rate for income-qualified households. CEA’s current programs focus on offering solar and battery installations in homes and businesses, a residential demand response program, and a feed-in tariff program incentivizing local renewable energy projects.
