The Clean Energy Alliance, a Joint Powers Authority serving the cities of Carlsbad, Del Mar and Solana Beach, will hold a public hearing at its meeting on Dec. 19 to consider and adopt its Implementation Plan & Statement of Intent. This is a critical step forward in the CEA’s mission to serve their communities with competitively priced, clean energy choices.

Key components of the implementation plan include hiring core vendors and staff, setting operational policies, and establishing the energy supply mix, rates and programs. During the meeting, the board will confirm selection of an interim Chief Executive Officer for the remainder of the fiscal year until June 30, 2020, with the option to renew the contract. This position will provide strategic leadership and direction for all activities within the CEA Joint Powers Authority, reporting to the CEA Board of Directors.
With the adoption of the Implementation Plan and submission to the California Public Utilities Commission by Dec. 31, 2019, the reality of a Community Choice Aggregation program for the member partners is on track for a 2021 launch.

- Cost-saving or competitive rates
- Local control and increased transparency
- Cleaner power supply – reduced greenhouse gas emissions
- Local power, local jobs – revenues stay local
- More competition, better service
