Clean Energy Alliance (CEA), the locally controlled electricity provider serving Carlsbad, Del Mar, Solana Beach, Escondido, San Marcos, Oceanside and Vista, is proud to welcome six new staff members to its growing team. These key hires will support CEA’s mission to deliver clean, locally controlled and competitively priced energy to its member communities.

As we continue to grow and expand our offerings, their contributions will be critical to ensuring we meet the needs of our customers and our communities.”

Meet the new CEA team members:

Ana Marie Alarcón – Clerk to the Board/Executive Assistant
Ana Marie brings over a decade of public sector experience to her role as clerk to the board. Most recently, she served as Senior Deputy City Clerk for the City of Carlsbad, where she supported board governance, public records compliance and customer service. Prior to that, she worked in the City Clerk’s Office for the City of Poway for nearly eight years. With a strong foundation in public administration and a deep understanding of local government operations, Alarcón will support CEA’s board processes, records management and transparency initiatives.

Amy Williams – Executive Assistant/Office Manager
Amy brings over 15 years of professional experience, including more than a decade with the City of Solana Beach, to CEA. For the past nine years she served as the Executive Assistant to the City Manager and City Council of Solana Beach, providing high level administrative support, managing complex schedules, and serving as a key liaison between executive leadership, staff, and the public. With her organizational, public service and interpersonal skills, she will provide operational, administrative and office management support to the CEO and CEA staff.

Karen Villaseñor – Programs Analyst
Karen Villaseñor brings deep experience in strategic planning, stakeholder engagement, and public sector communications to her role as programs analyst. Before joining CEA, she spent eight years at marketing and public affairs firm Tripepi Smith, where she led account strategy and oversaw comprehensive communications plans for municipalities and community choice aggregators across California. With strategic planning expertise and a strong background in community choice aggregation, Villaseñor will support day-to-day operations of CEA’s community programs.

Tiffany Reynolds – Key Accounts Analyst
Over the past six years, Tiffany Reynolds has worked with the City of Carlsbad, where she worked in both utility billing and business licensing, most recently serving as an account technician. In that role, she collaborated with department leaders on tax policy implementation, conducted in-depth software testing and led customer support efforts for residents and business owners. At Clean Energy Alliance, she will interface with major commercial and municipal customers, leveraging her experience in public-facing roles and her expertise in account management to ensure responsive, personalized service.

Sophia Alcaraz – Energy Contracts & Compliance Analyst
Sophia Alcaraz specializes in regulatory compliance, contract administration and energy procurement. She most recently worked at The Energy Authority, where she advanced from trading intern to energy scheduler and eventually to power trader, focusing on resource adequacy procurement. In her role at CEA, she will support the review and management of energy supply agreements, ensure adherence to state and federal regulatory requirements and contribute to CEA’s internal risk management practices. Sophia’s attention to detail and understanding of complex regulatory frameworks will help ensure CEA’s operations remain transparent, efficient and aligned with California’s clean energy goals.

Wu Yakubu – Energy Analytics & Risk Manager
Wu Yakubu has a strong background in energy markets and advanced data analysis and will lead Clean Energy Alliance’s efforts in forecasting, risk management and market evaluation. He most recently served as a senior power settlements analyst at Shell and previously spent nearly six years at San Diego Gas & Electric focused on electric load research and system analytics. Wu’s expertise supports CEA in navigating California’s energy landscape while ensuring reliable, cost-conscious service for its member agencies.

The new staff will help advance CEA’s operational capabilities, enhance customer service and key account management, develop and analyze new energy programs and ensure regulatory compliance as the agency continues to lead in clean energy innovation across North San Diego County.
