The Clean Energy Alliance, a Joint Powers Authority working to implement a Community Choice Energy program in San Diego’s North County region, approved the adoption of its Implementation Plan and Statement of Intent at a public hearing on Dec. 19.
This regulatory compliance document details the CEA’s complete organizational and operational structure, goals such as renewable energy standards and rate discount targets, and addresses universal access, reliability and state law compliance. A copy of the plan is included in the Dec. 19 agenda packet.
With approval of the plan, it will now be filed with the California Public Utilities Commission by Dec. 31, 2019. The CPUC will then review the document within 90 days.
The CEA board also confirmed Bayshore Consulting Group to serve in the role of interim CEO for Fiscal Year 2019/2020. Selected for its extensive experience, value and expertise, Bayshore will be responsible for the day-to-day operation and management of the Joint Powers Authority and its CCE program. The firm has supported the launch and implementation of five Community Choice Energy programs in Southern California as well as established a new JPA.
In the pre-launch phase of the program, Bayshore will support the CEA in establishing organizational policies and procedures, building a core team of consultants and energy suppliers, meeting regulatory compliance standards and strategizing community outreach plans over the course of six months.
The adopted Implementation Plan and Statement of Intent is now approved and will be filed with the California Public Utilities Commission by Dec. 31, 2019, on track for a CCE program launch in 2021.
The next Clean Energy Alliance board meeting will be held at the Del Mar City Hall (1050 Camino Del Mar) on Jan. 16, 2020, 2 p.m. Slated agenda items include discussion of a strategic workplan for program launch activities, corresponding service agreements for administrative support, technical consultants, data management and banking and credit solutions, and strategies for growing CEA membership and establishing a citizen advisory committee.
