Request for Qualifications/Proposals (RFQ/RFP)

Response Deadline: May 30, 2025

Through this RFP, CEA is seeking proposals for long-term, California Renewable Portfolio Standard-eligible (“RPS”) non-solar renewable energy and low/no emissions supply and/or capacity from projects interconnected within the California Independent System Operator (“CAISO”) balancing authority. CEA supplies annual retail energy requirements approximating 2,450GWh with a peak demand of approximately 500MW. CEA is not interested in solar generation offers or standalone storage offers under this solicitation, but welcomes offers for wind (including repowers), geothermal, carbon capture, and biogas/biomass projects.

Through this RFP, CEA is seeking proposals for qualified organizations and business entities to implement programmatic deployment of a safe and affordable Commercial Solar Generation and Battery Storage program, including battery only systems in CEA’s Service Territory. The goal is to increase local resiliency and reliability, provide local clean energy generation, enhance CEA’s peak load management strategies, support CEA’s decarbonization strategies, and support statewide efforts to improve overall grid health.

Local Solar is Clean Energy Alliance’s (CEA) feed-in tariff (FIT) program for smaller-scale renewable energy projects. Energy produced by the sites would be sold to CEA and sent to the grid for community use.

To participate, interested organizations must apply through the process outlined on our Local Solar webpage; in the initial phase of this program, CEA will approve a maximum of four projects totaling up to 2MW of solar generating capacity. Learn more here.

CEA has adopted an Inclusive and Sustainable Workforce Policy and reports on Supplier Diversity to the California Public Utilities Commission (CPUC) annually.
