The Clean Energy Alliance, a joint powers authority overseeing the implementation of community choice energy, held its inaugural meeting on Tuesday at the Carlsbad City Council Chambers, approving its proposed implementation timeline for a 2021 launch.  

As the JPA’s first meeting, founding board members and alternates were sworn in, including:

City of Carlsbad

  • Councilmember Cori Schumacher

  • Mayor Matt Hall (alternate)

City of Del Mar

  • Deputy Mayor Ellie Haviland

  • Councilmember Dwight Worden (alternate)

City of Solana Beach

  • Councilmember Kristi Becker

  • Councilmember Judy Hegenauer (alternate)

The board elected Carlsbad Councilmember Schumacher to serve as board chair and Del Mar Deputy Mayor Haviland to serve as Vice Chair through Fiscal Year 2019-2020.

Community Choice Energy is one way the cities of Carlsbad, Del Mar and Solana Beach are working toward providing cleaner energy for their communities and reducing greenhouse gas emissions. A Community Choice Energy Technical Feasibility Study reported in March 2019 that the formation of a CCE is financially feasible and could produce benefits including local control over power supply sources, rate levels, and that CCE start-up costs could be fully recovered within the first three years of CCE operations.

In order to launch the CCE program in 2021, the board approved a proposed implementation timeline which includes:

  • Releasing a request for proposal for an executive director

  • Appointing an executive director

  • Submitting the final implementation plan to the California Public Utilities Commission by Dec. 31, 2019

  • Discussing specific renewable energy standards and rates

  • Executing a service agreement with SDG&E 

The next two board meetings on Nov. 19 and Dec. 19 will be held at the Carlsbad City Council Chambers. The rotation of board meetings between the three cities for the rest of the fiscal year will be discussed and approved at an upcoming board meeting.
